Why did only certain civilizations invent the wheel?

The reason is that that the wheel is a product of economies of scale: wheels were originally used not for personal transportation, but for transporting cargo. And economies of scale are a product of the written word: where records are kept, storage and therefore production can be efficient enough to generate the surpluses on which civilizations of scale depend.
