Why is the empty set a subset of every set?

In order for a given set C not to be a subset of another set C*, it is necessary that there at least one member of C that is not a member of C*. Since the empty set has no members, there is nothing that belongs the empty set that does not also belong to any other given set, and the empty set is therefore a subset of any given set.
